For better reform, bridge gap between structural and social changes
An often-overlooked issue in national development planning is the role of social and cultural change. While Malaysia’s major policy frameworks emphasize structural and industrial transformation, they tend to assume that social norms, values, and institutional behaviors will naturally evolve in support of economic progress. Without deliberate social adaptation, however, industrial reform risks becoming unbalanced, potentially undermining long-term economic sustainability and welfare outcomes.
